That’s because, in the past, accounts without Cyber verification were subject to internal model routing.
So, just to be safe, it’s best to get Cyber verification if you want to avoid being subjected to internal routing.
Recently, security verification was also added, and I suspect there are definitely internal routing conditions based on whether or not an account has completed this verification, too.
